Solid Waste Services in the RDN has separate bylaws that manage municipal solid waste in our region.

Solid Waste Development Cost Charges
The Regional District of Nanaimo (RDN) adopted "Regional District of Nanaimo Solid Waste and Recycling Facilities Development Cost Charge Bylaw No. 1927, 2025” (Bylaw No. 1927) on September 8, 2026.
About Bylaw No. 1927
Bylaw No. 1927 establishes a framework for Development Costs Charges that apply across the region. These charges help ensure that new development contributes to the cost of solid waste and recycling infrastructure needed to support new development. Revenue collected through DCCs helps fund future capital infrastructure while supporting sustainable growth and maintaining regional service levels.
Key Information - Who the Solid Waste DCC Applies To
The provisions of this bylaw apply to all new subdivisions and building permits across the region, both in municipalities and in rural areas.
To provide stability for projects already underway, qualified applications are granted in-stream protection for one year. Eligible in-stream subdivision applications and building permit applications will be exempt from the new Solid Waste Development charges for up to 12 months. An application is considered in-stream if:
It was submitted before September 8, 2026; and
All required application fees were paid before September 8, 2026
New solid waste DCCs for up to 12 months following the adoption date.
