Sewer Service Areas
The Regional District of Nanaimo operates six sewer service areas from Cedar (south of Nanaimo) to Qualicum Beach. These sewer service areas are located outside the city limits of Nanaimo, Parksville and Qualicum Beach and comprise over 20 km of gravity sewer collection mains.
Development Cost Charges (DCC)
Surfside Sanitary Sewer Service Area
The Surfside Sanitary Sewer Service Area was established in 1998. It comprises an area north of Qualicum Beach in the McFeely Drive and Kinkade Road area. There are currently 25 residential connections and 1 commercial connection to the system. The sanitary sewer collection system discharges into a trunk sewer system that conveys the sewer to the French Creek Pollution Control Centre located on Lee Road.
French Creek Sewer Service Area
The French Creek Sewer Service Area was established in 1980 and comprises a large area between the City of Parksville and the Town of Qualicum Beach. There are currently 2017 residential and commercial connections to the system. The sanitary sewer collection system discharges into a trunk sewer system that conveys the sewer to the French Creek Pollution Control Centre located on Lee Road.
Barclay Crescent Sewer Service Area
The Barclay Crescent Sewer Service Area was established in 2005. The system comprises an area south of the Island Highway between Drew Road and Barclay Crescent. There are currently 244 residential connections and no commercial connections to the system. The sanitary sewer collection system discharges into a trunk sewer system that conveys the sewer to the French Creek Pollution Control Centre located on Lee Road.
Fairwinds Sanitary Sewer Service Area
The Fairwinds Sanitary Sewer Service Area was established in 1988 and comprises an area on the easterly portion of the Nanoose Peninsula and services the Fairwinds community. There are currently 796 residential and commercial connections to the system. The sanitary sewer collection system discharges into a trunk sewer system that conveys the sewer to the Fairwinds Pollution Control Centre located on Schooner Cove Drive.
Pacific Shores Sanitary Sewer Service Area
The Pacific Shores Sanitary Sewer Service Area was established in 1997 servicing both the Pacific Shores development and adjacent properties. There are currently 15 properties connected to the sewer system. The sanitary sewer collection system discharges into a trunk sewer system that conveys the sewer to the French Creek Pollution Control Centre located on Lee Road.
Cedar Sewer Service Area
The Cedar Sewer Service Area was established in 2010 and comprises an area in the Cedar town core, on parts of MacMillan Road and Cedar Road. There are currently 128 residential and commercial connections to the system. The sanitary sewer collection system discharges into a trunk sewer system that conveys the sewer to the Duke Point Pollution Control Centre located on Jackson Road.

To join a sewer service area and get a connection to community sewer collection, please submit a letter to the General Manager of Regional & Community Utilities. A request may be supported in the following situations:

Where the property is located within a designated village centercentre in the OCP 2

Where:

The existing septic disposal system has failed

An ensuing health or environmental problem is evident

There are no reasonable alternative means of resolving sewage disposal through on-site measures
A connection to the community sewer system outside of the OCP village centres should not allow additional development or density on the property. Additionally, the property owner would be responsible for the entire cost of design and installing the sewer infrastructure to the property frontage.
