Nanoose Bay Fire Protection Service Area Bylaw

PUBLIC NOTICE is hereby given to qualified electors of Electoral Area 'E' and portions of Electoral Area 'F' (Peterson Road area) & Electoral Area 'G' (Rivers Edge development area) that a vote is to be conducted on Saturday, March 26, 2011 for the purpose of obtaining elector consent to "Nanoose Bay Fire Protection Service Loan Authorization Bylaw No. 1616, 2011".

BYLAW SYNOPSIS

Voters in the Nanoose Bay Fire Protection Service Area will be asked if they are in favour of borrowing up to $3.2 million to demolish the current fire hall and construct a new fire hall at 2471 Nanoose Road, Nanoose Bay, BC.

If the referendum is successful, the estimated annual cost for the debt to construct the new fire hall will be $13.70 per $100,000 of assessed value. The debt will be financed over a 20 year period.

The question to be voted on by the electors will read as follows:

"Are you in favour of Nanoose Bay Fire Protection Service Loan Authorization Bylaw No. 1616, 2011" which if adopted would authorize the Regional District of Nanaimo to borrow up to $3.2 million to demolish the current fire hall and construct a new fire hall at 2471 Nanoose Road, Nanoose Bay, BC?"
GENERAL VOTING DAY - SATURDAY, MARCH 26
General voting day will be held between the hours of 8:00 a.m. and 8:00 p.m. to qualified electors in the Nanoose Bay Fire Protection Service Area on Saturday, March 26, 2011 at Nanoose Place, 2925 Northwest Bay Road, Nanoose Bay, BC.
ADVANCE VOTING DAYS - WEDNESDAY, MARCH 16 & 23
Advance voting opportunities shall also be held between the hours of 8:00 a.m. and 8:00 p.m. to qualified electors in the Nanoose Bay Fire Protection Area on Wednesday, March 16 and March 23, 2011 at Nanoose Place, 2925 Northwest Bay Road, Nanoose Bay, BC.
QUALIFICATIONS FOR VOTING
Resident Electors: Persons residing within Electoral Area 'E' and portions of Electoral Area 'F' (Peterson Road area) and Electoral Area 'G' (Rivers Edge development area) shall be entitled to vote on the referendum question provided that the following criteria is met:
  1. must be 18 or older on general voting day;
  2. must be a Canadian citizen;
  3. must be a resident of BC for at least 6 months immediately preceding voting day;
  4. must be a resident of the Nanoose Bay Fire Protection Service Area for at least 30 days immediately preceding voting day;
  5. must not be disqualified from voting by the Local Government Act or any other enactment, or otherwise be disqualified by law.
Persons qualifying as "Resident Electors" who will be applying to register at the time of voting must provide at least two documents verifying the elector's identity, with at least one containing the elector's signature, such as a Drivers License.

Non Resident Electors: Persons owning property and not residing within the Nanoose Bay Fire Protection Service Area shall be entitled to vote on the referendum question provided that the following criteria is met:

  1. must be 18 or older on general voting day;
  2. must be a Canadian citizen;
  3. must be a resident of BC for at least 6 months immediately preceding voting day;
  4. must not be entitled to register as a resident elector;
  5. must have been a registered owner of real property in the Nanoose Bay Fire Protection Service Area for at least 30 days immediately preceding voting day;
  6. must not be disqualified by the Local Government Act or any other enactment from voting in an election or be otherwise disqualified by law.
Persons qualifying as "Non-Resident Property Electors" who will be applying to register at the time of voting, must complete an application form, must provide at least two documents that provide evidence of the applicant's identity and must provide a copy of land title registration or tax notice which provides proof of ownership. At least one of the documents must contain the applicant's signature, such as a Drivers License.

A person may register as a non-resident property elector in relation to only one parcel of real property within the Nanoose Bay Fire Protection Service Area. If more than one individual is the registered owner of the real property, only one of those individuals may register and the person registering must do so with the written consent of the number of those individuals who, together with the person registering, are a majority of registered owners.

Acceptable Identification is specified by regulation and includes a BC Driver's Licence, BC Identification Card, Owner's Certification of Insurance & Vehicle Licence, BC CareCard or BC Gold CareCard, Social Insurance Card, Citizenship Card, Property Tax Notice, credit card or debit card, utility bill (hydro, natural gas, water, telephone or cable).
