The Regional District of Nanaimo (RDN) has identified eligible solid waste and recycling facility projects that need to be constructed over the next 25 years to support the solid waste generated by new development in the residential, multi-family, industrial, commercial and institutional sectors. To help pay for the cost of this infrastructure, the RDN is proposing region-wide Solid Waste and Recycling Facilities Development Cost Charges (DCCs). The proposed DCCs would be collected from land developers on the basis that infrastructure costs should be paid for by those who use and benefit from such systems.
