Manufactured Homes
The Regional District of Nanaimo (RDN) is updating its Manufactured Home Park Redevelopment Policy (Policy B1.11) to better support residents impacted by redevelopment. Manufactured home parks provide essential housing options for residents with modest or fixed incomes, supporting both housing affordability and diversity within our communities. The updated policy will aim to improve fairness, transparency, and tenant protections, while supporting landlords in meeting their obligations under the Manufactured Home Park Tenancy Act.
Why We’re Updating the Policy
This policy applies only in the event that a re-zoning application is applied for that would displace its residents. Please note, there are NO redevelopment applications at this time, nor are there any anticipated applications. The current policy was adopted in 2006 and requires updating to align with current regulations and reflect best practices. Redevelopment can result in the displacement of residents with limited housing alternatives, and many older manufactured homes cannot be relocated. The proposed update will explore enhanced notice periods, compensation, relocation support, and housing agreements to secure below-market units.
On October 2, 2025, the RDN Board supported the review and update of the Manufactured Home Park Redevelopment Policy to better reflect current community needs, regional priorities and recent changes in provincial legislation.
