Collective bargaining, labour relations and human resources activities for RDN employees are managed under the Corporate Services umbrella. The department oversees selection and recruitment, training and development, and compensation and benefits administration services for all employees of the RDN.

 

Building Official

ABOUT THE ROLE
The Regional District of Nanaimo is seeking a permanent full-time Building Official with Building Inspection Services.

The Building Official contributes to the effective operation of the Building Inspection Services department through plan checking and the inspection of conventional and complex buildings of all categories including accessory, residential, commercial, industrial and institutional. This position supports the department by assisting team members in their duties, as required, to meet service expectations, departmental goals and objectives.

QUALIFICATIONS
Qualifications include the possession of an Interprovincial Trades Qualification in Carpentry or Plumbing, or a diploma from a recognized technical institute in Building Technology, two to four years building and construction experience and a valid Class 5 BC Driver’s License. Certification from the BC Building Officials Association (BOABC) as a qualified Level 1, 2 or 3 (Level 2 or 3 preferred) is required.

Working knowledge of all building and plumbing codes, local government bylaws and zoning requirements and excellent interpersonal and communication skills are needed for this role. For more detailed information on the qualifications please see the attached job description.

POSITION DETAILS
This is a permanent full-time (35 hours per week) Union position. The (2025) rate of pay is dependent on the level of certification and is as follows: $44.06 - $46.38 (Level 1),  $45.66 - $48.06 (Level 2), and $47.77 - $50.28 (Level 3). The position offers an attractive benefits package as provided within the collective agreement between the Regional District of Nanaimo and the Canadian Union of Public Employees, Local 401.

Senior Legislative and Bylaw Advisor

ABOUT THE ROLE
The Regional District of Nanaimo is seeking a permanent full-time Senior Legislative and Bylaw Advisor with the Legislative Services department.  

Reporting to the Manager of Legislative Services (Corporate Officer), the Senior Legislative and Bylaw Advisor provides strategic advice on corporate and regulatory matters requiring legislative support. Key responsibilities include drafting and reviewing bylaws, contracts, and policies to ensure legal compliance with relevant legislation and regulations. The Advisor oversees the lifecycle of bylaws to ensure they are properly developed, adopted, interpreted, and maintained in alignment with legislative requirements and organizational standards. Working closely with the Corporate Officer and Deputy Corporate Officer, the Advisor contributes to policy development and provides strategic advice to the Board, Executive Leadership Team, and departments across both the Regional District and Regional Hospital District.

QUALIFICATIONS
The ideal candidate will hold an undergraduate degree in law, public administration, political science, legal studies, or a related field. A paralegal diploma combined with significant experience in local government may also be considered. A minimum of five years of directly related experience in a local or regional government setting is required, with demonstrated expertise in researching, interpreting, and applying a legal lens to policies, bylaws, and legislation. Experience delivering presentations or training on legislative, governance, or related organizational topics is also essential. An equivalent combination of education and experience may be considered.

POSITION DETAILS
This is a permanent full-time exempt position offering 35 hours per week with a salary range of $119,593 to $137,236. This role includes a comprehensive benefits package, including extended health and dental benefits, participation in the Municipal Pension Plan and optional participation in the RDN’s flex days program.

Skate Attendant

ABOUT THE ROLE
The Regional District of Nanaimo is seeking casual Skate Attendants with Recreation Services at Oceanside Place Arena in Parksville.

Reporting to the Superintendent of Arena Services, the successful candidate’s duties include providing on-ice supervision and instruction of participants of public skating lessons, special events and skating/hockey lessons; cleaning and maintaining skate shop; cleaning, sharpening and maintaining rental skates and program equipment; and distributing and receiving rental and program equipment.

QUALIFICATIONS
Qualifications include a grade 10 education with one (1) to twelve (12) months prior job-related experience working with children, or an equivalent combination of training and experience. In addition, the applicant must possess strong skating ability and leadership skills, good communication and customer service skills, and the ability to work independently and as a team member.  The successful candidate must possess a current Level One First Aid certification.

POSITION DETAILS
This is a casual Union position with varying hours of work including evenings, weekends, and school holidays. The (2025) rate of pay for the position is $21.93 per hour, plus 10.77% in lieu of benefits including vacation and statutory holidays.

Financial Analyst II

ABOUT THE ROLE
The Regional District of Nanaimo (RDN) is seeking a permanent full-time Financial Analyst II in the Finance Services Department.

The Financial Analyst II assists in the coordination and maintenance of the District’s accounting records. Exercising considerable independent judgement, this position contributes to the preparation of financial reports for the Regional District of Nanaimo (RDN) and Nanaimo Regional Hospital District (NRHD), by interpreting and applying accounting theories and principles and coordinating the annual audit. This position also aids in the preparation of annual financial plans for the RDN and NRHD and a variety of general ledger reconciliations, as well as working on special projects from time to time as and when required.

QUALIFICATIONS
Undergraduate degree in accounting or related discipline, CPA designation (formerly CGA, CMA or CA), plus five (5) years’ prior job-related accounting experience, or an equivalent combination or training and experience in a local government setting may be considered.
